MIRIAM vs. BAYANI

If there is one person any government official, past or present, would be loathe to tangle with in a running word war or a no-holds-barred public debate, that person can only be Sen. Miriam Defensor Santiago.

A good example is Bayani Fernan­do, chairman of the Metropolitan Ma­nila Development Authority (MMDA). He has been getting quite a drubbing from the outspoken lady senator, yet he has not said a word in his own de­fense. Fernando is obviously petrified at the prospect of mixing it up with her, whose razor-sharp tongue and acerbic wit are legendary.

Government officials are wary of her because they know that apart from her outstanding credentials as a lawyer and fearless character, she has a unique gift that has endeared her to the public through the years. That gift is her mastery of the sound byte; the talent to tersely sum up situations or conditions in color­ful, hilarious terms that the media always love to quote.

Time and again she has demon­strated the uncanny ability to spot and mock pomposity, hypocrisy or wrongdoing. This is why she sort of terrorizes those in government who are up to no good. So as not to arouse her ire and become a target of her tirades, they try to blend with the scenery, like potential prey low in the food chain trying to elude a predator. But woe unto any bureaucrat whose spoor she catches.

Take the case of Fernando. The former Marikina mayor, as you know, entertains the notion that he is ready to run for the country's highest office next year. In fact, he has all but for­mally begun campaigning.

In December last year, during the public hearings in the Senate on the national budget for 2009, Senator Santiago proposed to slash the MMDA budget by more than P13 million. Her reason: Fernando would only be using the money to further his early-bird campaign for the presidency.

She minced no words when she told Senate President Juan Ponce Enrile of her suspicion that the House-ap­proved budgetary increase for the MMDA would only be put to illegal use by Fernando in pursuit of his po­litical ambition.

She cited the expensive all-weather posters that Fernando has been put­ting up all over Metro Manila. (Unde­terred, Fernando proceeded to put up those posters throughout the country anyway).

"Mr. Fernando is engaged in an un­lawful premature campaign, and it is highly likely that he might use the funds of the MMDA," she told Enrile.

She also found it odd that the proposed MMDA outlay for "mainte­nance, operating and other expenses" was increased by the House to P1.552 billion despite the fact that President Arroyo herself had asked for only P1.539 billion.

"I am not convinced that there are valid reasons for the increase," she said.

In subsequent interviews by the media on this issue, Senator San­tiago expressed dismay over the way Fernando has been doing his job as MMDA chairman.

"The MMDA is not easing traffic in Metro Manila.... It is merely trans­ferring chokepoints from one place to another. It is not beautifying Metro Manila. Instead, it is merely painting conspicuous roadside houses with the colors pink and blue, which are Mr. Fernando's signature colors."

The latest broadside fired by the feisty lady senator against Fernando concerns the P330-billion economic-stimulus package requested by the Arroyo administration to enable the country to cope with the negative ef­fects of the raging global recession.

Senator Santiago's comment: "I am definitely against spending any part of the P330 billion to create artificial jobs, for example sweeping streets or buying overpriced uniforms or brooms. This is a very fertile source of graft. There is already a red light flashing on and off. I read that the MMDA chairman has already started hiring more street sweepers. That is the worst kind of economic stimulus you can think of.

"He is going to use that for elec­tioneering. And I warn that person that if these uniforms are going to be pink and blue, I am going to send him , to jail personally."

Senator Santiago said she fully un­derstood what the economic-stimulus package was for. "Most governments in the world are making these stimulus packages, so there is nothing unusual, much less anomalous. However, the devil is in the details. We have P330 billion to spend for creating jobs so that more money would go to the people and will circulate in the econ­omy, and in that way we can offset the expected adverse consequences of the recession.

"As chair of the Committee on Economic Affairs, I prefer that the P330 billion., .be spent on agricultural productivity, namely, on such infra­structure projects as the building of small-scale irrigation systems or of, farm-to-market roads—more or less permanent improvements— that can be availed of by the people."

What is readily apparent from those comments is that Santiago is now watching MMDA expenditures with eagle eyes. So Fernando better watch his step.

The temperamental lady senator has told the world that Fernando is" up to no good, engaged as he is, "in an unlawful premature campaign." But why is it that we are not at all surprised that we haven't heard as much as a whimper or a peep from the egocentric, ati-atihan-dancing chairman! of the MMDA?

Fernando is obviously scared of Senator Santiago. He seems to have sense enough not to talk back when she is scolding him like a misbehaving brat.

The Metro Manila public has long been dissatisfied with the way Fernando has been conducting his business in Metro Manila. He has only worsened traffic instead of easing it by cluttering the national roads with his confounded iron railings and other; wacky schemes. It is, therefore, fortunate to have an ally and a champion in. Miriam Defensor Santiago, who gives. voice to its deepest reservations about' the MMDA under Fernando.

MMDA, hindi Patas?

Hindi umano patas ang pagtrato ng Metro Manila Development Authority (MMDA) sa panggigiba ng mga billboard at waiting shed ads sa kahabaan ng EDSA base sa mga naging karanasan ng ibang mga advertising company.
Ito ang hinaing ng ibang mga advertising company kung saan, ang mga banner ads at light boxes ads sa center island sa kahabaan ng Ortigas Center na pag-aari umano ni MMDA Gen. Manager Robert Nacianceno sa ilalim ng Uniserve ad firm at naka-sub lease sa 1P Ads Company ay hindi umano ginagalaw. Tangin mga billboards adsat waiting shed ads ng ibang advertising firm umano ang pinagwawasak nitong mga nagdaang raw ng mga tauhan ng MMDA.
Ipinunto ni Atty. Bruce Rivera, legal counsel ng HDI Stopovers Inc na kinakailangang igalang at kilalanin ni MMDA chairman Bayani Fernando ang writ or injunction at Temporary Restraining Order ni Quezon City Regional Trial court Branch 95 Judge Henry Jean Paul Inting, subalit binalewala umano ang naturang kautusan dahil pinaggigiba pa rin ng mga operatiba ng MMDA ang nasabing mga istraktura.
Aniya, ang mga istraktura ng HDI Stopovers Inc lamang umano ang pinag­gigiba kung saan, ang mga istraktura ng Uniserve ad firm ay hindi umano ginalaw bagay na pagpapakita ng pagiging bias umano ng MMDA sa pagpapairal ng mga panuntunan sa kahabaan ng EDSA.
Bunsod nito, naghain si Atty. Rivera ng motion for show cause and restora­tion of demolish structures laban sa MMDA dahil sa ginawang pangwawasak ni Chairman Fernando sa mga waiting shed ads sa kahabaan ng EDSA kahit pa mayroon nang writ of injunction at TRO mula sa korte.

What people think of Fernando

PARANAQUE Rep. Roilo Golez has suggested quite bluntly only recently that Bayani Fernando, the eccentric chairman of the Metropolitan Manila Development Authority (MMDA), must be "hallucinating" most of the time.
Golez says Fernando is hallucinating when he says his "Metro Gwapo" proj­ect is working wonders on the aesthetic appearance of the metropolis, and that many residents have shown discipline as a result of the MMDA's various projects. Apparently, what got Golez's ire was Fer­nando 's announcement that the MMDA would carry out more projects (as if the public didn't have enough of them) that would constitute the finishing touches to his Metro Gwapo project.
Golez, who has called for an investi­gation of MMDA activities, went on re­cord to say this: "Bayani is hallucinating. instead of Metro Gwapo, Bayani made the metropolis baduy with his ugly, incongruous pink road signs, fences, foot bridges and urinals that violate interna­tional standards."
The term baduy, I believe, is sward talk for something like hilariously wacky, out of place or downright corny.
Ask me and I'd dare say Femando's favorite hue (old rose) comes across as rather effeminate (without intending it as a slur to the third sex, of course). Come on, folks. Can I help it if I was raised to associate pastel blue with baby boys and any shade of pink with delicate feminin­ity? And pink happens to be Femando's favorite, his "signature" color.
Golez also suggests that Fernando is similarly out of touch with reality in thinking he would emerge as "the cho­sen one" or the standard bearer of the Lakas party for the presidential elec­tion in 2010.

I'd say it could be something more serious. Like delirium tremens, if not dementia praecox, perhaps? When one as widely derided as Fernando actually thinks he is God's gift to the Filipino people, something must be really a miss. Golez has expressed the futile wish that Fernando would win the Lakas nomina­tion "so he can see for himself in actual votes how unpopular he really is."
If you go by the surveys, Fernando is faring quite dismally. He has been get­ting insignificant near-zero ratings in all of them. In short, he'll never make it.
Poor Fernando, he seems tuned in to a totally different wavelength, probably to a Higher Voice that tells him he is destined to be this imperfect nation's savior.

"I have been following with interest your criticisms of Chairman Fernando. I, being a true-blooded Marikeña, whole­ heartedly agree with most of what you have written so far about him.
One big headache for all who live and visit Marikina is the traffic along A. Bonifacio Street, a major avenue you must pass to enter Marikina's inner city. Every afternoon [up] to late in the night, commuters and car owners have to en­dure an hour of traffic for a 3.5-kilometer destination to their own homes.

"Why so? Because of the Fernandos protecting their shopping mall's inter­est. PUJs [public utility jeepneys] are even allowed to pick up and drop pas­sengers, wait for their vehicles to get full, along A. Bonifacio Avenue [which is only a two-lane street going toward Marikina, and also two-lane going to Quezon City] again beside the Riverbanks Mall, which makes it a lot more difficult to get through.

"What's disturbing is that the self-proclaimed Traffic Czar and his wife, who have been throwing all their support and resources to that piece of property where the Riverbanks Mall stands at the expense of weary commuters, re­portedly acquired that piece of property from the Ang family [Universal Textile Mills or Utex], under very suspicious circumstances. The Angs were allegedly forced to sell after the city government continuously harassed them with imag­ined violations and fees and all sorts of penalties and taxes. Unable to stand the harassment any longer, the Angs eventually sold the strategically located property at a price way below its market value."

Then there was this motorcycle rider who was accosted by a motorcycle riding traffic enforcer at a stoplight. The rider had no helmet on, but the enforcer tells him off and points out that if there is anybody to be apprehended, it should be the enforcer. To which the MMDA man said, "'Di hulihin mo 'ko!"

Finding it a useless exercise, our hero , sped off when the light turned green, but not before giving the enforcer the dirty finger.

"Who likes the MMDA? I have not met a single MMDA fan.Only a schmuck would be one. The MMDA is an unbe­lievably ridiculous government agency. "Then you read in the papers that MMDA traffic aides issued 42 traffic-vi­olation tickets to motorists in Pasay for doing nothing wrong! 'Ayan.napagalitan tuloy kayo ng Pasay government! Not only are taxpayers' money being spent on kindergarten doodles along Edsa, they're also being used to pay traffic aides who apprehend nonviolators! The MMDA then comments that the next time its traffic aides are apprehended, it would take legal action against Pasay. The nerve of the MMDA to threaten legitimate law enforcers.

"What irks me most is when these traffic aides form into groups in certain sections of the highway. Ang dami-dami nila sa isang lugar, for what? To mulct the public as in band?
"Eyesore pa 'yung mga overpass na pinaggagagawa nila sa Metro Manila. 'Yung mga pink overpass kadiring tingnan! Isa pang kadiri yung pink urinals. 'They're sooo unsanitary dahil wala namang water system to wash the stench away."

'Pagkatuwaan kaya natin...'

PAGKATUWAAN KAYA NATIN ANG BUONG PILIPINAS...." Mga katagang binitiwan ni Metro Manila Development Au­thority Chairman Bayani Fernando.
Nakaupo na kami at handang manood ng isang official en­try sa nakaraang Metro Manila Film Festival.

Isang "Infomercial" para sa MMDA ang una mong mapapanood na mahigit pitong minuto. Matapos ipakita ang mga umano'y nagawang proyekto ng MMDA mula sa pera nating mga nagbabayad ng buwis may dalawang bata ang nagtatanong, "Bakit sa Metro Manila lamang napagka-tuwaan ang Metro Gwapo?" Mabilis ang sagot nl Bayani, Oo nga, pagkatuwaan ang BUONG PILIPINAS at gawing gwapo.

Alam ninyo ba kung magkano ang "cost of production" nung paggawa nung infomercial na yun? Million piso! Sino ang gumastos si Bayani? Aba. itanong mo kaya Cong. Roilo Golez.

Napabalita na sa pagbukas ng Kongreso, sa pamumuno ni Golez na bubusisiin ang mga proyekto ni Bayani dahil baka nagagamit lang ang pondo ng MMDA sa pagpapalawig ng kanyang imahe para makatulong sa kanyang "presidential bid" sa 2010.

Isang magandang tingnan no Kongreso ang mga litrato na ipinadala sa aking email ng iba't ibang tao na tumutuligsa kay Bayani at inaakusahan siya ng ginagamit ang kanyang pwesto at ang pondo ng MMDA para isulong nga ang kanyang kandidatura.

GMAs rating in Metro Manila

Why is it that public dissatisfaction with the performance of President Arroyo is increasing ("very bad," according to the latest Social Weather Station [SWS] survey) in the Metro Ma­nila area while it seems to be diminishing in the rest of the country?

And why is it that while her nation­wide popularity rating has been consis­tently poor (or in negative territory), that of her Cabinet members are not as dismal?

I am told that President Arroyo her­self has been seeking answers to these questions. It is not true, as her spokes­men would want us to believe, that she remains stoical and unperturbed by her poor showing in the noncommissioned quarterly surveys being conducted by the SWS. This is according to a close friend who happens to be the chief of staff of a Cabinet member (who would probably wring my neck if I reveal his name).

My friend a poker buddy who generally prefers to play it close to his chest, finally loosened up the other evening as I treated him to a drink of single malt whiskey.

He recounted that in a recent Cabinet meeting (as 2008 drew to a close), Presi­dent Arroyo—who was visibly agitated and in a foul mood—bluntly asked why most of them were smelling like a rose in the surveys while her own rating re­mained in the doldrums.

After a few seconds of silence, so my friend's story goes, one Cabinet member (his boss) stood up, cleared his throat and said: "With all due respect to my colleagues in the Cabinet, Madam Presi­dent, I'd like to point out that most of us have been crowing about our individual accomplishments without giving credit to the President. For my part, I always make it a point to say you ordered me to do this or that.... The problem is many of us here tend to make self- centered state­ments.... For example, there is Chair­man Bayani Fernando of the Metro Ma­nila Development Authority [MMDA] who carries on as if Malacañang does not exist. All his posters, public statements are all about him and him alone.... Then there is Social Welfare Secretary Esperanza Cabral, who makes it seem that all of the government's efforts to promote social welfare would not have been pos­sible without her leadership...."

(In the case of Chairman Fernando, if I may interject, President Arroyo is definitely better off without getting any credit for Fernando's various crazy projects in the metropolis. She might end up taking all the blame for all the inconveniences the MMDA has inflicted on Metro Manila residents.)

It was at this point, my friend re­called , that MMDA Chairman Fernando cried out in protest, but the President stopped him: "Tama ka na, Bayani!"

Mrs. Arroyo then turned to Executive Secretary Eduardo Ermita and directed him to closely monitor all public state­ments and pronouncements, and to call their attention whenever they forget to give credit where it is due.

(Ermita by the way, is the officially designated spokesman of the President, not Press Secretary Jesus Dureza, who only presumes he is also Mrs. Arroyo's spokesman.)

But if I were in President Arroyo's place, I would worry—first of all—about the worsening level of public dissatisfaction over my performance in the Metro Manila area. The survey figures are shockingly bad in Metro Manila where Fernando has held sway for six years now. Here's the SWS finding:

"Dissatisfaction with the President worsened in Metro Manila, but was off­set by the lessening dissatisfaction in the rest of Luzon." The basis for this conclu­sion were the following figures:

In. the last quarterly survey (No­vember 28 to December 1,2008), net satisfaction with President Arroyo be­came more negative in Metro Manila, at a negative 45 percent (19 percent satisfied, 65 percent dissatisfied, cor­rectly rounded), from a bad negative 36 percent (21 percent satisfied against 58 percent dissatisfied, correctly rounded) in September.

In other words, President Arroyo's Metro Manila net satisfaction rating of negative 45 percent is almost double that of the national average, which is only at negative 24 percent (29 percent satisfied, 53 percent dissatisfied). This means that if the rest of the country is grumbling, nearly half of the adults in Metro Manila must be boiling mad. This means, if her rating is "poor" in the rest of the country, it is "very bad" in Metro Manila, using the accepted SWS termi­nology on satisfaction ratings.

Am I suggesting that President Ar­royo's increasing unpopularity in the Metro Manila area is largely the fault of Bayani Fernando, MMDA chairman? You bet I am.

Much of the public resentment in Metro Manila against the Arroyo ad­ministration, I believe, has been exacer­bated by Femando's imperious, heavy-handed style of dealing with the Metro Manila public. It seems that anywhere you go in the metropolis, one can hear nothing but derision for this bureaucrat whom the public cannot even vote out of office. Ask anybody in the metropolis randomly. Ask the public utility driv­ers, pedestrians, motorists, vendors, students, professionals or plain resi­dents. Eight out of 10 would give you a mouthful about this wonderful man and his cockamamie schemes.

The problem with Bayani Fernando is that he is widely perceived to be an elitist, antipoor bureaucrat. The last thing that President Arroyo needs is one who has this antipopulist image. She can never go wrong by heeding the public's pulse on this issue.

Madam President, sack Fernando now and watch that satisfaction rat­ing rise.

Kasi nga mga suki, noon pang nakaraang taon ay naging paksa na ng pagtuligsa ni Golez ang naglalakihang poster ni Fernando na nakasabit sa halos lahat ng lansangan. Kaya malaki ang hinala ni Golez na ginagamit ni Fernando ang kanyang Metro Gwapo project para isulong ang sarili sa pagtakbo sa pagka-presidente sa 2010 elections, he-he-he!
Malaking halaga na rin umano ang nawawaldas ni Fernando sa kanyang mga proyekto subalit hindi naman nito napabuti ang takbo ng trapiko sa mga lansangan. Kaya sa darating na pagbubukas ng Kamara tiyak na maisasalang na si Fernando at mabubusisi ang lahat ng kanyang ginastos sa walang kuwentang proyekto.
Paano nga naman nagkahitot-hitot na naman ang daloy ng trapiko sa lahat ng sulok ng Metro Manila dahil sa kakakulangan ng mga traffic enforcer ni Fernando. Simula pa lamang noong Linggo ay halos nagka-bara-bara na ang mga pangunahing lansangan nang magbalikan na ang mga bakasyonista. Siyempre bugso ang dating ng mga pasahero mula sa mga lalawigan kaya nagpiyesta ang mga taxi, FX, jeepney at buses sa pag-abang sa terminal.
At dahil nga sa kakulangan ng mga tauhan ni Fer­nando, naging masikip ang mga lansangan. Kaya ang napagtuunan tuloy ng galit ni Golez ay ang pagpa-pogi ni Fernando.
Dahil ayon kay Gotez ginawa umanong "Badoy" ni Fernando ang kapaligiran ng Metro Manila matapos kulayan ng pink ang lahat ng proyekto ng Metro Gwapo na labag sa International Law. Katulad na lamang ng uri­nal, steel fences, foot bridges at road sign sa mga pangu­nahing lansangan.

As if there's nothing else to do in Congress, the "Reds" are now taking on Metro Manila Development Authority Chairman Bayani Fernando for coloring Metro Manila pink in traffic signs and structures. And Santa Banana, they even want a House investigation on Fernando's alleged violation of the Vienna Convention for his use of the color pink.

Personally, I find Fernando's color choice offensive to my senses, especially those putrid, stinking urinals he installed for motorists. I even consider these urinals Fernando's monument of shame.

But these lawmakes' making an issue out of it, proposing even to waste people's money and goverment time in another one of those useless congressional investigations, more than offends the senses. It betrays the puerile mentality of some party-list representave.

Actually, I find it rather strange that the Reds in the House would be offended by Fernando's pink when they should share this preferences, being known as "PINKOS."
